My experiences on Singapore airlines makes me think that the difference in comfort between premium economy and economy is minimal. Is this the same on other airlines? Or is it just with SQ?

I do feel in general, the answer is no.
HOWEVER, you might get good deals on PE sometimes which might make it worth it. I wouldnt mind paying 1.5x for PE

U would only have more leg space, a teeny weeny more width to your seat and an advantage to pre select your food ahead of the economy class... Personal feel that it is not the worth the extra money

Depends if you booked it early. My friend booked his US trip 1 year in advance on premium economy at <$1.5K SGD, and you get to earn the full miles as well. You will just have more leg room and space, that's all. But technically speaking, with the full miles you earn, it kinda offsets the $1.5KSGD you paid, which is equivalent to a normal economy class.
