Is it possible to buy all overseas & international ETFs / Index funds (Vanguard / Fidelity) via Vickers DBS platform?

I am only considering Vickers because I have a DBS multiplier, otherwise, I know that fees and platform are not ideal, however want to make sure that I get access too all assets / instruments I want to buy.

Yes you will have access but fees wise it will not be optimal. You are better off using a American Brokerage so that you can maximise your capital

Possible. But you need to have the overseas exchanges access in your account.
