Is it a red flag when the staff turnover rate at one company is really high?

I am working as an assistant role in a company in the education sector with over 10+ branches. But the staff turnover is really high (i have heard multiple stories of experienced employees with supervisory roles who have left) and i'm lowkey scared - i'm too new to ask why people keep leaving and I didn't learn about it during the interview... The company also has some questionable policies like how we have to report to work even after covid booster vaccination and make up for the hours we didn't work due to taking the booster. Are these a red flag I should watch out for? My main concern is staff turnover rate.

The booster thing already sounds like a mad red flag, regardless of the high turnover rate(or maybe that's one factor)

If you have contact with past employees, maybe just casually ask them

Education sector - usually pay very bad , expected to work 5.5 days , need to report early . Rmb went for interview in one of this tuition centre few years back, pay 1600 expected to work 5.5 days from 8-6 . Pay rise I think more or less very slow as my friend is in this sector under finance sector . The only good things is the leaves is a lot

Be tactical when asking your senior when asking about the turnover rate and don't suddenly ask - why...
