Is it a good time to invest in a bond fund considering that interest rates are now at an all-time low?

As bond prices and interest rates are supposed to have an inverse relationship, is now a good time to invest into bond funds? How about into robo (e.g. Endowus - 100% bonds)?

If we presume interest rates to only go up from here, does that mean bond prices can only go down, meaning bond fund prices can only go down also?
