Hi! While most cards started excluding insurance premiums from earning rewards sometime last year, there are a few options that still let you earn on your payments. Here's a list:
Cashback:
HSBC Advance: Up to 3.5% flat cashback, inc. on premiums, for Advance customers (2.5% max for non-customers)
Maybank Platinum Visa: Up to 3.33% flat rebate (capped at S$100 max/quarter)
Amex True Cashback: Unlimited 1.5% cashback, including on insurance
Miles:
HSBC Revolution Card: Up to 2mi/S$1 for online bill-pay, including insurance premiums
HSBC Visa Platinum: 0.4 miles/S$1 on premiums, up to 5% cashback on dining, groceries & petrol
If you want to learn more about these cards, I have a page specifically dedicated to options that reward insurance premium payments - check it out here:

Hope this helps!

As Carrie mentioned, even though most cards exclude insurance payment, some of them still applicable for cashback.
Else, you can also consider iPaymy or cardup. Theres a fee if you use these platform but it also allow more cards to be eligible for cashback (BUT NOT ALL, check TnC if they exclude ipaymy or cardup).
Just need to make sure your cashback is more than the extra charges
