In what scenario would we see the interest rates for the different accounts decrease?

Will it be an global economic issue? A government issue? Interest rates on the special government bonds issue? What could be the trigger for such an event?

When the economy starts to tanked, i believe we can see the interest rates for all accounts to be depressed.
