In a bear market, is it better to utilize an actively managed fund? Or stick with an ETF? Do actively managed funds fo better during bear markets?

No. Stick with ETFs but maybe add diversification into portfolio so your portfolio is resilient in all market condition.

ARK ETFs are also an actively manage fund, does it help in bear? It’s all up depends on the fund man...
