ATMs are usually self reconciling, meaning they would be able to know if there's a difference in how much was dispensed vs how much is left in the atm and as such, trace it back to your card. You will be liable to return the money to the bank in such case.

If it's not yours, you are supposed to report and return to the bank. On this age and time, they will be able to track you down simply by CCTV and time stamp.
