If my FRS is already full and I am less than 55 years old, am I allowed to top up to ERS? Or do I need to wait for RA account to be formed at age 55 then I am allowed to top up RA account to ERS?

Yes, you have to wait. But your SA is not capped at the FRS. It can still increase from Mandatory Contributions and Interest earned on the account. So it'll keep increasing even probably past the ERS.
