If I take a HDB loan and subsequently switch to a bank loan, how much loan can I get from the bank?

Since the max loan amount from the bank is 75% and for HDB it's 90%. So let's say I switch to a bank loan at the point where my remaining loan is at 85%, will the bank grant me the loan for the full 85%?
