I do not understand the rationale behind an increase in ISP premiums, where one reason given is over charging and over consuming private healthcare service. Any advice?

If doctors recommend treatments A, B, C, D, E, can the patients, who are likely non medical trained, say "No"?

Seems like MOH is barking up the wrong tree. If the problem is with errant doctors, MOH should solve the issue with those doctors. Is it fair that all consumers are penalized for that few people?

Love to hear others opinions.

Generally, healthcare insurance policies in Singapore works on the concept of risk pooling.
