I do not foresee any promotion opportunity in my current job within the near future, and don’t have annual increment too..?

... is it a bad decision to reject a job offer that has a nicer title, more pay (8.5% bump), but much longer distance from home and more specialized scope..??

You are getting too comfortable and stagnating. IMO, that's a good sign to stir the pot a bit. For the job offer, I wouldn't mind too much on the title but the pay increase and newer opportunities are some things to consider.

I wouldn't complain about a nicer title and higher pay.

With the current 50-50 measures, employees are likely to work from home and this practice may, perhaps, carry on post-covid. Longer distance from home will be an issue if the role requires you to be in the office/workplace daily/most of the time. As for specialised scope, it shouldn't be of a big concern if it is within your expertise.
