It all depends. Even if you only have built ins for the kitchen but the length of the kitchen, whether you want an island or more full height cabinets... or if you only one bottom cabinets... all this make a diff. Best to design according to your own needs.

Personally, I'll go for bottom row cabinets only with one full height cabinet. Will keep all the tiles and doors from HDB. So minimally I think I only want to spend about 20-30k with a contractor and not an ID. I'll do all the designs myself. The costs of materials is rising so this amount is rising fast too.

I think it really depends on the maturity of the estates and locality of the BTO as well. Tampines, Toa Payoh ($530k) could cost 100% more than a BTO at Sengkang / Punggol ($280k)
