Is there a buffer range where HR is ok to negotiate within? Not sure how much would be the percentage.

Probably also depends on how high of a position you are applying for whether you could negotiate a higher salary or not.

You probably have more of a leeway to negotiate if your applying for a managerial type position or something that's not one of the lowest the company has.

It depends on the work scope and if you have any other offers. No specific percentage, based in individual preference. I would say if the initial offer is decent and higher than your current salary, i will go for it, don't waste each other's time.
