How good is Interactive Brokers for overseas investments? What if I'm looking to trade monthly?

Is it really worth to use Interactive Brokers for US and London Stock Market?

There is a monthly fee of 10 USD / month and I am not sure if I will trade every month. Currently using SCB now, don’t know if I should change broker.

The monthly activity fee is waived for accounts with Net Liquidation Value = 100k USD. Otherwise, as you've highlighted there will be a fee 120 USD / year incurred by using Interactive Brokers. If you do not expect to hit 100k USD in account holdings in the short term, and the commissions (+ FX spread) you are paying for your trades done via SCB are no where close to 120 USD in a year, then stick to SCB.
