How does the fees when you cancel your credit card works?

Do I pay and get refunded the fees when I cancel the card? or do I cancel the card before I get charged?

Currently I have 3 cards that I use regularly and had successfully waive the fees every time then there's this OCBC titanium that I got but don't really use and the 2 years is coming up..

Best to cancel before the fees kicked in.

If you already paid the annual fee, you can request card cancellation and fees refund. Of course, it will be less troubles if you can cancel the card before being charged.
