How does CPF Life work if an individual does not meet the Basic Retirement Sum (BRS) of $88,000?

Does the individual get lower monthly payouts? Or can they withdraw the money in their RA as a lump sum?

Direct answer to your question is that you will get a lower monthly payout. You can't withdraw as lump sum.

It will be pro rated. You can use the CPF Life estimator calculator on the CPF website to see. So if 88k gets you about 680 per month. 44k should give you about 340 per month. +- 10% or so.
