Hi Anon,
For Tiger Brokers, it should be found in their app under "Tiger Account", "Corporate Actions".
I've never subscribed to a rights issue so I don't know what are the steps to follow, but if you're eligible for it, you should be able to find out at the respective page in the app.

I also never subscribed to rights issues with Tiger Brokers, so can't give advice on how to do it. However, I do foresee issues if subscribing to rights issues ended up with odd lots, because Tiger Brokers doesn't support odd lots trading.

I checked with Tiger Brokers regarding rights issues, and here is their reply:
Subscribe to rights issues: Mobile App - Trade - More - Corporate Actions.
Tiger Brokers doesn't support odd lots trading, but can close odd lots holdings: Mobile App - Me - Tiger Account - Odd Lot Sell.
