How about a situation where I invest in ETF listed in TSE but my broker is based in US like Interactive Broker and I am a Singapore resident. What would be tax implication on dividends as well as inheritance tax

Taxation is based on where the shares are listed and whether you are residents, nothing to do with broker. For the case of TSE (Tokyo Stock Exchange), it will be Japan's tax regime.
