Hi there! Am thinking of DCA every month for ARKF ETF. Would USD400 per month be ok or too little? Currently using Tiger Broker so the platform fee isn't too high. Or should I do it every quarterly?

Yes the commmission is cheap and perhaps top up a little so you can get 4 units since 1 unit is currently trading at 104.9 USD
