Most people own HDB flats in a joint tenancy. When either of the parents passes on, the surviving parent will become the sole owner - a Notice of Death needs to be filed with SLA.
When the last parent passes on, the child(your friend) can inherit the HDB flat. Depending on whether the last parent has a will the procedure will differ slightly. https://www.hdb.gov.sg/residential/living-in-an...
This is assuming your friend is the only child. If he has siblings, the ownership will be shared equally between them (assuming there's no will).
The complication comes if he or any of the siblings already own a HDB flat under their name. They will need to dispose of either the inherited flat or their existing flat.

Hi, anon! If the deceased owner of the HDB didn't leave a Will, the Interstate Succession Act will kick in, which means: The HDB will be distributed to the owner's spouse, children, parents, siblings, and grandparents -- in this order of priority.
