I think what he meant or should have said is, if you got into an accident and hospitalised, you can claim the accident plan, and use the payout to pay for the co-insurance portion of hospital bill.
it may not fully cover co-insurance, as it will depend how much coverage you bought for accident plan.
similar concept as using CI plan to pay for items not covered by shield plan.

I'd like to elaborate on that statement.
Soliatire PA (II) has a basic benefit which covers you for accidental medical reimbursement.
This benefit DOES NOT require you to be hospitalized. You just need to (not that you would want to) seek medical treatment due to an accident.
There is an additional coverage (which costs an additional amount as you have to add it to the main plan) whereby if you are hospitalized, you get a payout based on
Daily Accidental Hospital Income Benefit
Daily Accidental Intensive Care Unit (ICU) Benefit
Ambulance Services Benefit
Broken Bones Benefit
Emergency Medical Evacuation and Repatriation Benefit
Some of these are daily benefits, and some are one off payouts.
What your agent probably means is that you can use the cash payouts to pay the co-insurance portion of your bill.
It DOES NOT directly cover the co-insurance portion. So the statement your agent made is not entirely correct.
Please be very clear on the limits of the claim.
