Here is the response from the SeedlyTV BTO Special (1:06:42 - 1:08:46).

“So for you to qualify for any kind of grants or for you to get a HDB loan, you would usually have to show proof of employment for the past 12 months, most recent employment so that's usually through like a CPF statement and stuff like that. So for your partner or spouse who's working, I don't think that's a problem. But if you are not working, then that might be an issue.

If you are applying for the EHG singles that means you're only applying based on your partner, then it's fine. But if you're applying together, then you may or may not be able to qualify for the EHG and HDB will probably have to either point you to other schemes that can help you or you might have to end up taking the EHG singles. Yeah HDB will definitely be able to work something out for you.

I don't think it's a risk to apply for HLE. It's basically just a letter that tells HDB how much loan you can get. Yeah it doesn't mean that once you get it, and then they can say “Oh I can only loan you one dollar because your credit rating isn’t good.” No no, it doesn't vary.

I don't think it's that hard to get approval yeah so just try it, and let HDB or the HDB officer know of your particular circumstances as well, so they may be able to point you to any schemes or anything that might be able to help you in your particular situation.

So I think the bottom line is if you are unsure whether or not the situation it's eligible for certain grants just write in and email HDB, so that you get the most direct and the best answer because it's from them.”
