If gunning for base 4% or close value without risk, go for T-Bills, and mix with SSB for liquid funds (non-CPF amount).

Then only consider other options once this "foundation" is laid out.

REITS and bank stocks for SG market, overseas can consider S&P if your time horizon is wide enough....
