Yes, if you have a large sum of CPF-OA monies to invest. Otherwise, the difference in the interest earned (T-Bill interest - CPF-OA interest) may not worth the effort due to long waiting time at the bank. Suggest placing competitive bid too in case the cut-off yield "surprisingly" dropped lower than that of the preceding issue.
