Any ways to ensure I made payment for my credit card on time? I was thinking of giro but will the giro delay causing additional surcharg?. Pls advice me on what to do thanks

It's perfectly okay to apply a credit card without having a savings account with them.
GIRO is fine. Since the billing organisation (your credit card) is the one initiating the transfer, they cannot blame you for the delay, unless there were insufficient funds in your account.

Yup it's fine to apply for credit cards with banks that you do not have a banking relationship with. I did that all the time in the past.
Personally I won't suggest giro as I prefer to scrutinise the statement before making payment.
Do pay off your balance as per the statement in full to get a good credit score.
