HDB income ceiling for singles - can I buy a resale flat if my income exceeds $7k?

Slightly confused with the new changes - I was under the impression that the $7k income ceiling only applies to BTOs. With the new classification system, does it mean that I'm no longer eligible to buy a resale flat if my income exceeds $7k?

Resale no income ceiling for now, in the future yes for selected projects only.
