If you applied under Chinese, probably not, unless your area is really terrible and no one wants it (unlikely).
If you applied under any other minority race, then you might stand a chance depending on your luck. I know someone with a queue number of 202 who got a unit under a estate with only 102 units (under Indian & Others). But really depends on luck.

Even if the number exceeds, if its not too far, there might be a chance for you to select your unit, but usually you would be left with choices starting from the lower level units (Which most do not want).
However, if your number far exceeds, they might just tell you through your email that your application was unsuccessful.
Do note that if you were to be called down to select a unit even thou your number is far off, you might be left with the lower units which you may not want. When this happens, you would've used up 1/2 first timer chance. If this happens again and you used up 2/2 first timer chance, your next application will be under 2nd timer, which of course makes it even harder to get a good number.
So for those who wants to select the higher floors, having no option to come down to select may very well be better than if you were to get a high number.
