First timer family & non-mature estate. I applied BTO once (first time) but unsuccessful. If I applying for sales of balance (2nd time) and it’s unsuccessful, will I get 1 more ballot chance next?

What can I do to increase my chances of getting a BTO? My fiance and I have been trying for the 4th time and we are still unable to get our ballot. Is getting a BTO flat simply based on luck?

I am first timer applicant who has already applied once for BTO (unsuccessful). If I were to apply for the upcoming BTO (successful) but decided not to get the BTO, am I still considered as 1st time?
