Foreign Transaction Fees for Standard Chartered Unlimited card

With the 1.5% cashback, I have been using the standard Chartered Unlimited Card for my overseas transaction.

However, I saw on the terms and condition that any transactions in foreign currencies (other than SGD) would be charged a 3.5% fee.

But when i was paying for the card bills, I did not see any fee charged to my card.

Would like to charge how do the bank charge the fees as it is not shown on my transactions?
