Why do employers not want to take a chance on candidates with little to no experience? I believe everyone needs to start somewhere before they become "experienced"

That's true. When economy is doing well, companies expand and so there will be more openings for fresh grads.

In an economic downturn, companies "restructures" and consolidate and so they are mainly looking at experienced staff who can immediately come in to run the show. Headcounts usually get frozen in this period and so with limited resources, experienced staff will usually be the preference.

I honestly do not agree that experience is the most important factor that employers will look at. I think attitude is even more important than qualifications and experience. There are also several factors that make for a good employee other than a tertiary education and experience β communication skills, experience with software programs and attitude, to name just a few. In fact, the skills required for most jobs in the digital economy are transferable regardless of education level. Furthermore, by hiring based on skills and not education and experience only, employers can select individuals from diverse populations. Hence it is important for fresh graduates and undergraduates to pick up communication skills and digital skills during their school term by taking up paid or unpaid internships in various organisations including SMEs.
