Final interviewer informed me that they will think about whether to hire me and yet informed me that HR will reach out to me in 2 weeks time.

Does it means if I will be getting an offer or an outcome will be known only in 2 weeks time?

Only known in 2 weeks time. Can let them know if you need a more urgent confirmation if you have received other offers

Sounds like they need some time to finalise their decision, and HR will update you in two weeks. While waiting, it might be helpful to check out the dos and don’ts after a job interview. It has great tips on staying professional and prepared during this phase. Fingers crossed for good news!
