A HR person called me up to set up an interview in regards to a job I applied for.
After the call he emailed me and ask me to fill up 2 forms before attending the web interview tomorrow.
1 of the forms is a job application where I need to state and submit all relavant documents/cert/emergency contacts/salary/etc etc.
I feel like these information should be given when I agree to their offer. Or am I wrong?

You are either fresh grad or never joint MNCs before ya, based on hearing your story...
it's a common practice whether for mnc or sme, but some sme(s) may not do because maybe? no standard practices.

They can ask, but you can don't give.
If you're not comfortable to submit the relevant documents at this point of time, you can simply state it for now and tell them you'll produce relevant documents upon confirmation.
I interned in HR in an MNC previously, we would simply ask candidates to state their details but would only require provde of documents upon onboarding/confirmation. I wouldn't say its common practice? But I would say that its a practice as things differ from company to company. See how rigid the HR policies are.
