Yes, in most cases student card holders will be ineligible for "new cardholder" promotions. Most banks will define "new members"/"new credit card holders" as individuals who do not currently hold an account or card with the bank.

For instance, take a look at DBS' new card holder promotion. DBS is offering $250 cashback for new cardholders to sign up. (https://www.dbs.com.sg/personal/promotion/cards...)

On their T&C page (https://www.dbs.com.sg/iwov-resources/media/pdf...), DBS defines new members as "customers who are currently not holding any Principal DBS/POSB Credit Card and have not cancelled any DBS/POSB Credit Card(s) within the last 12 months."

If you currently have a card with a bank and want to get a new cardholder promotion, you have 2 options:

  1. Cancel your card and wait for "X" period to qualify as a new member. The waiting period may differ from bank to bank.

  2. Apply to another bank as a new member to earn their new card holder promotions.
