I'm asking because Citibank recently recommended "Latin America, which appear oversold and is a high-beta way to play the post COVID-19 global rebound". But I'm not so familiar with the region, apart from the fact that it is now the global epicentre of COVID-19.

I have LATAM as part of my exposure in my Emerging Market exposure.
I don't invest in them to profit in the short term. I'm exposed to EM because of global exposure. Buy the planet and remain diversified, that remains the core portfolio strategy.
However if you want to speculate on LATAM, I'm not that bullish on it for the moment. Just an example would be the Brazil Bovespa index that has done well over the last few years but you are right that it remains oversold.
I'd rather focus on Emerging Asia and Small Cap Japan & Europe for a sattelite approach.
