Dear Experts, For a china ETF domiciled in US(for e.g CQQQ), is it true for a singaporean investor, the dividend loss is 37% instead of 30%? Thank you?

If US domiciled S&P500 etf such as VOO has 30% dividend withholding tax and people advocate going for Ireland domiciled ones, then why do people still invest in individual US stocks?

Why do people buy US ETFs instead of Irish domiciled ETFs that track same market despite the big difference in dividend tax?
