Citi Rewards Qualifying Spend / City PayAll

Help! If I want to pay for a certain online course, i.e CFI FMVA Certification, is it considered a Qualified Spend on my Citi Rewards Card?

I know there is City PayAll but it doesn't allow me to add the payment on it because it requires local bank account details, and the FMVA course is considered international? and also, I can't get the bank account details either I can only enter my credit card details on the website checkout page.

If its not considered a Qualified Spend on either my card transaction or Citi PayAll, do you all know of any alternative miles credit card that considers this a Qualified Spend (that gives you the miles/points)? Eg. UOB Lady. Thanks!
