Hi Asher,
I think you're referring to the UOB Absolute card. This certainly seems like a good cashback card, for the following reasons:
highest cashback % for unlimited/no-frills cashback (1.7% vs 1.5% from AMEX True Cashback/SC Unlimited, 1.6% from Citi Cashback+)
awards cashback on all spending - no category exclusions (think education, medical, financial services, mobile wallet top-ups, etc)
There are many use cases for this card. But I'm not sure if I'd say it's the best, because you're probably still better off using a high cashback % card like Citi Cashback/DBS Live Fresh/OCBC FRANK etc if you're able to meet the spending requirements and not exceed the cashback cap. Those cards easily award 5% or higher cashback, which is much higher than 1.7%.
I think it really depends on your lifestyle to see which card fits into it the best. Of course, the UOB Absolute is a great standalone card and is a great addition to anyone's wallet.

For unlimited cash back, YES the UOB Absolute card has the best cash back of 1.7%.
This is probably the easiest way to get maximum cash back without having to worry about minimum spends and expiration date of reward points.
However, there are other ways to earn higher cash back with other cards but they usually come with a minimum spend and requirements.
I personally use this:
OCBC Frank Card: this card gives me 6% cash back on online purchases (including Grab, Redmart, Lazada, Netflix) and purchases made with Apple Pay. The catch is that the minimum spend needs to be $600 per month which is relatively lower than other cards and works out for me.
For all other transaction, I use the Citi cash back+ which gives a 1.6% cash back on all transactions without a minimal spend required.
I used to be a big fan of miles cards but I do have a strong feeling that airlines are going to devalue the miles once travel opens up post covid. Hence sticking with cash back only :)
