Can Mindef Reserve (MR) still buy Aviva Mindef GTL in 2020?

The eligible members does not mentioned anything about MR.
There is no formal definition that states MR is part of NSmen, and i could not find any official pages that states MR is allowed to buy this group insurance. Can anyone provide some clarity?
