Can Instagram seller refuse to reveal UEN or individual full name under Business Names Registration Act?

Online business must be register to continue activity for the purpose of gains / profits. One claim to have no UEN and does not operate under individual full name as business name.

Meanwhile giving excuses to avoid providing proof to show legitimacy of the online business. How can I get my paid items delivered or refunds?
