Can I open a DBS Vickers Account without a DBS/POSB Banking Account?

Hi guys,
I'm planning to open a DBS Vickers account but i do not yet have a banking account with DBS/POSB. May i ask if i need to open a bank account with DBS first before i can open up the DBS Vickers account ?

Its better to open a DBS Multiplier account along with Vickers.

You can use its cash upfront option to reduce sales charge.
