Can I buy a overseas commercial property (that has a residential apartment) while waiting for bto?

I see that hdb allows to purchase a commercial property but I'm not sure whether does it count for commercial property has a residential apartments unit

And will it affect our available loan amount from cpf if the commercial property loan from overseas is under my name
