Yes you can definitely use DBS vickers to buy mutual funds that tracks S&P 500.
It depends which stock market you wanna buy the mutual funds from. Singapore or US or others.
I did some research about inavtivity fee and there seems to be no mention of inactivity fee in the DBS vickers website.

You can trade the US marker directly via a vickers account however it is not economical to do so. The minimum comm per transaction is 25 usd. You will be better off using TD Ameritrade instead as it's now zero comm and there are no inactivity fees for this platform.
