As of this date, are there still any Travel Insurance that covers COVID 19 to unaffected countries? In the first week of March, some insurers updated their policy to exclude all COVID 19 claims to all countries globally.

There are no insurers that currently offer Covid-19 coverage with travel insurance.
You'll only have coverage if you bought travel insurance before certain cut off dates, with certain insurers.
E.g. with NTUC income, you'll have coverage for trip cancellations/disruptions if:
You bought the policy before 4 March,
You were not travelling to South Korea, Italy, Japan, Iran, or China

Also, one of the following must occur within 30 days of you purchasing the policy:
The WHO declares a pandemic in the country you were travelling to, or
Government authorities stop you from leaving Singapore because you contract Covid-19
