Are international students eligible to buy stocks through DBS Vickers?

Am I eligible to buy stocks through DBS Vickers or other brokers? I am an international student (no income, no singpass).

I believe some foreigners cannot. You gotta check with DBS Vickers directly. But I found this page for foreigners regarding Vickers.
