I regretted buying the latest t-bills only at 3.88% (I was expecting at least 4%). So I want to sell it at no loss. Anyone can advise the process and if successfully sold at a profit Or avoid loss?

Actually 3.88% quite decent, especially when you are expecting 4%. The difference is just 0.12%. Multiply that with your principal and divide by 2. Is it worth the hassle to sell?

The yield is lower than ocbc FD at 4.08% . No one will want to buy. And process money go to garment and back to your account is more than 1 month. But they pay 6 months only
