Anyone knows if you use CPFIS-SA to invest, does it mean that the amount in SA is reduced and as such you can "go over" the FRS amount when doing Retirement Top Up Scheme?

No, SA amount withdrawn for CPFIS investment is counted towards your FRS amount:
