I suggest standard chartered brokerage to buy VOO ETF.
Standard chartered has no custodian fees, or account inactivity fees. Commissions are also relatively low with $10 minimum.
There is no way to avoid withholding taxes here so nothing much to be done. Only way is if you buy an Irish domiciled ETF listed on London stock exchange.

As VOO is listed in the US market, yfor this you will need to sign up with Interactive Broker or TD ...

There are 2 options - buying through Stand Chart, or open a US brokerage account like TD Ameritrade or Interactive Brokers. I would suggest IB just because of their real time currency exchange as well as one of the lowest (if not best) commission fees in the market.
