AMEX HighFlyer Card - Easiest / less costliest way to set up a biz?

Recently came across the AMEX HighFlyer Card (https://www.americanexpress.com/en-sg/business/business-card/airlines-business-credit-card/?sourcecode=A0000FE7M0&cpid=100374660) which offers miles cashback for transactions INCLUDING GrabPay top-ups, however this is only for businesses. Anyone knows if:

1) Is it possible for me to just register a company name as sole proprietorship but without any operations

2) Are there any recurring costs to maintain a company's business?
