Hi Sean,

UOB One would be a good choice, given its tieup with Grab, you can get up to 8.33% cashback.

So what you can do is to pay via AXS using Grabpay, ensuring that your Grabpay credits are topped up with UOB One card. Criteria to meet - minimum spend $500 on UOB one, so essentially you can do 5x$100 topup on grabpay since 5 minimum transactions required.

Some town councils have tie-ups with certain credit cards.

If your town council doesn't and you don't spend much hence cannot qualify for higher minimum spend for most credit cards, I recommend Standard Chartered Unlimited Cashback card.
